If you add fingerprint scanners and Samsung pay to your budget line,
I hope they still remain within what is considered budget, not on your terms, but
on what the market determines is budget.

Starting from next year(2016) all smartphone regardless from low budget to flagship will have fingerprint sensors and usb type c. All samsung will have the exclusive MST technology in their smartohone for samsung pay. All smartphone front camera will come with 5mp minimum. Well, that all I can guarantee. No big news here.

Why the hell off all phones that samsung carries and ever discounted the Galaxy Note Edge never got the samsung pay. most expensive phone they ever had with 32 gb.
