They make it like you'll blow your charger and phone right when you use this, no you won't, it's out of spec so it will trigger protection circuitry IF the phone tries to pull the 3A the cable allows. It will blow up crappy chargers, and will trigger overload protection on good ones, simple.
The out of spec part is that it allows more current than standard, but it can or cannot affect anything, it's just the way it works, if the out of spec part was like, thinner cables than it should have, then the cable could melt and do damage.
This current sensing resistor placed on the cable just shows how much current the cable itself can carry. If you plug this on a charger limited to 1A, it will output 1A and no more, phone can't pull 2~3A out of it. If the phone won't pull more than 1A from a 2A charger with 3A cable, the cable itself won't do any change and the current trough will still be 1A.
The problem happens with a say, 1A charger without protection circuitry, this 3A cable, and a quick charge phone, you'll damage the charger.

Just because it's made by this company doesn't mean they're for use with this device alone, so it IS a big deal if a company sells hardware that does not comply with standards or safety regulations (actually, it's straight up illegal in a lot of countries).

I'm pretty sure this specification problem will only be an actual problem with knock-off terrible quality chargers. Any decent or at least not terrible charger has a current limiting circuitry that would kick in if the phone would pull more current than the charger allows.
Still out of spec is out of spec, but I don't think anyone that uses decent chargers has to worry about this. Even less considering the limiter allows 3A trough the cable, and I've only seen 2A being pulled by any fast charging device (Oppo's VOOC uses a different cable for that anyway)
