I honestly doubt that Apple will release a 4" device.
The 5c existed to replace the 5, to make the less expensive option less desirable. It didn't sell well, which was exactly what Apple wanted, since there wasn't enough to distinguish the 5 and 5s. (with the 6/6s, they were being on force touch being enough)
The market doesn't currently have a demand for a 4" phone. This means that Apple releasing a 4" devoce at a lower price would do nothing but give people a cheaper option... Not something that apple has ever done intentionally. (the iPad mini exists because there is a market demand for tablets of that size)

I then asked you if Samsung and LG are going back to tiny phone era too because they released a few 4" phones this year (among other bigger phones). Then you started talking that only few users want them anyway. If this isn't blatantly steering off-topic, what is?

Would have to be low-priced, iPhone known as overpriced here in the Philippines, such as iPhone 6S equivalent to 5 months can cost you pay for. that why I go for LG G4.

I will not wait that long. Z5 compact, MX5 Pro Mini or iPhone 6 at a pinch... Something with 4.3 - 4.5 inch screen and narrow bezels of course would be perfect.
