Even a dollar above $600 and Samsung would be losing respect heavily.
Remember, their Bill of Materials is nowhere even "close" to $400, and rest gets distributed in marketing, salaries, indirect expenses, profit margin, etc.
And they don't have to extract those overheads, from such an "explosive" phone.
I know its refurbished, but there is a certain fear & risk, considering that even relaunched Note 7 exploded for some....
Yes, Samsung was proven wrong back then, so it may happen again.

Many of stock was unused, still in the box.
My guess is that given the specs http://www.gsmarena.com/compare.php3?idPhone1=8683&idPhone2=8505&idPhone3=8161 some may see the 7R FE as being appropriate.
There really isn't any incentive for Samsung to reduce the price all that much so I see the price differential as being like a 32Gb to a 64Gb iPhone, so not like the latest iPhone compared to the previous year iPhone, which in this case it is as a year apart
The scarcity or limited numbers of 7R FE, it may be that the high price of the 8 also stops the 7R FE from falling too far also
We all remember the huge $ loss that was first predicted when the Note 7 was cancelled, with this relaunch of the this phone albeit with limited numbers, that original loss will be significantly lower
Fan edition may be right, we all find that one phone we just love, people knew their phone was unlikely to explode, but still had to hand it in, they will return.

Note 7 was the best phone ever made by Samsung from her design to specifications. All the Best Samsung on your next Note 8 and Note FE.
