There hasn't been an S mini since the Galaxy S5 mini from 2014. And that wasn't much of a flagship.

Did you forget the Samsung Galaxy Alpha (SM-G850F) ?
It was on par with the Galaxy S5, if not faster.
I don't think a Snapdragon 821 would be the wisest choice for it can be considered as an old SoC for a high-end phone right now.
