If the 15.9mm refers to the ultra-wide lens with 0.6x optical zoom, let's consider the "primary" wide-angle lens covers the 35mm equivalent of 26.5mm. Because
15.9m / 0.6mm = 26.5mm
So,
159mm / 26.5 mm = 6x optical zoom

slapping a wide-angle lens on a 5x optical lens is like I move maybe 10 steps back from where I am taking a photo now, but I will still have 5x optical zoom, no?

The 5x Dual Camera Zoom consisted of two modules: a wide-angle prime lens and a 3x zoom lens. Say 24mm and 40-120mm for instance, with interpolation between 24mm and 40mm and a resulting 24-120mm = 5x dual camera zoom.
This 10x system consists of three modules: an ultra-wide angle prime lens (15.9mm), a main, stabilised prime lens (unspecified wide angle, between 24 and 35mm) and a stabilised telephoto lens (53?-159mm).
