What they need is better ways for people to try and verify its them when they can no longer access the account. Especially with 2-step authentication.

A 50% reduction of a small, small number means nothing.

Google's security is good, and it's so absurdly strict that they sometimes will not even let the owner log in if they have been offline for months. There are plenty of horror stories about this on the internet.

But Google is certainly profiting from scaring people into giving them their mobile number.

I don't believe that at all. But I do know it's definitely kept many people out of their own accounts.
It's arguable It's kept more people out of their own accounts than it has hackers.
