So long as CPU = 64bit / OS = 64bit / App = 64bit. It is 64bit.
64bit can leverage on more then 4gb ram. but that does not mean there is no gain whatsoever if less then.
You can rip out ram from your PC if you do not believe it. Run 2gb on Win.. still 64bit.
64bit might take up more addressing, but then again its required to make better apps. And since iPhone have sandbox / run 1 app per time design, it means it can effectively use it without seriously running out of memory due to the bigger size of 64bit, basically future proofing ip5s.

I recommend you read cnet and extremetech articles regarding this jargon..

Just because you can use more than 4GB with 64-bit doesn't mean it is necessary or you can't use less. RAM is only as useful as the programs you run, but that doesn't mean that 64-bit architecture can't be useful for programs that require less than 4GB.

Motorola's RAZR i chip is 32 bit, as proven in the above source. Do you really think Apple would make such a claim without its Marketing department doing its research first? You realise there are FINES for misleading advertising.

The reason which obviously escapes you is that other manufacturers offer more features than the iphone at a lower cost.
Example: I was in Asia and bought a 16GB dual sim, quad band phone with a 5.1" HD screen, FM radio, NFC, 12mp (with flash) camera and HD 1080 video, removable battery, SD card slot and Quad Core processor, 1GB RAM, for less than $200 (NO CONTRACT)! The only thing missing is LTE (however, the HSDPA+ is plenty fast and streams video great). Wasn't really looking for a phone (work gave me a BB Z10), but the features and performance (runs Android 4.2.2) of this phone for the price made it an easy buy decision.
That's what Apple has to compete against. Now why would I spend the same amount of money for an iphone (ON-CONTRACT no less)? Why? So I can be locked into itunes or get the Apple logo on the back? Don't tell me it's for the "premium build". They're made in China and we all remember the quality control issues Apple had with the iphone 5.
No thank you. I look for value when I spend my money.
Apple better adjust to what users in foreign markets expect in their phones and stop forcing their US centric view on everyone or they'll continue to lose market share. Color cases, fingerprint readers and vague claims about xx% performance improvements over their first iphone doesn't make the grade.
