1. we are no Idiots! why wo... moreMr.Genie you have totally wrong idea of mega pixel in mobile I'd say
1.Firstly I'd say you truly are idiots,you are blindly following the paths made by other reviewers,Mega pixel do count in image and visionary which they brings up more details and more quality the higher the pixel.Nokia 1020(41MP). S4(13MP),Note3(13MP),S4 Zoom(16MP),Z1(20MP),G2(13MP)which have proved that they are very capable cameras mounted ont he smartphones,the size of your image must be big enough and good enough to bring details and ability to receive light better,the size of the paper you chose A3,it is visible like you said if you take shot with 12mp and 13mp or 41mp or 20mp like I've mentioned you can see hell of a big difference quality,visibility and details.(of cos bear in mind that no matter how good the camera is for now,they are still incomparable to professional DSLR cameras)Another good example is some marketing of HTC one followed by Apple about ultra pixel theory,though it can take good shots in low light,it is sucky in normal light and video recording which is obvious,but among those 2,iphone 5S manage to do better because iph5s has 8MP while One has only 4MP.(pixel difference really come in those better image production and it is not wrong at all to go with 20MP which is still possible for smartphones.
2.Samsung do come with good optics since in Note 3 is strong enough to take even 4k video,OIS may sound good but failing in mobile area like Nexus 4 and 5 and their camera is still suck and it is the living testimonial for you,may be it could do better,but software couldn't take advantage out of it.So,I truly doubt if Sammy goes with OIS,their camera might go to worse part rather than better part,so it is the best for now to stick with the digital image stabilization.
3.Higher pixel doesn't necessarily need higher cpu,since like last year in 2012,with some dual core mobile cpu,the camera can already recorded 1080pFHD,but now with continuous auto focus and video stabilization. It has the PCU which can pump out enough power to run camera even 2 camera at the same time with galaxy line-up is an example.I'd say to show it is just software 50% and hardware 50%.Another proof is that if you know the phones I've mentioned above it is clear that they don't need a desktop power like CPU and GPU(as long as they are using cutting edge CPU and GPU will do the trick) to back them up for starting up app fast enough and good shutter speed.

perhaps Samsungs thinking is that a 5MP photo is to a FHD screen what a 20MP photo is to a UHD screen

Just root and delete all samsung crap from your phone and any other preinstalled app that you dont use using titanium backup or any other app that can remove system apps.. The most lag is created by samsung push service , samsung apps and the hubs.

Lets think of this rationally:
1. we are no Idiots! why would phones go that high in MP count? MP count is in favor of printing and advertising. and if im serious about my business.. id use a real camera. give me 12MP and im a happy camper id make good A3 prints out of them.
2. if that 20MP isnt accompanied by good optics or OIS then ill toss the extra 8MP outta the window and stick to 12MB shots to save space on the device (thats hoping the camera app allows choosing lower Res shots)
3. higher MP means you need higer CPU to crunch those pixels and save the images to the disk... so you need an optimal value that will satisfy the users and lessen the CPU stress.

I was worried that it can be 16, and had hope for 25, but its ok. If its new sensor it means better colors and thin mobile. But i wonder about- fast shutter speed, number of burst-shots per sec (and its resolution and shutterspeed), and manual mode(n4>1020>z1>n4 ?).
