That's their biggest USP(Unique Selling Point) and believe you me the company can make a profit by selling at that price. One+ is using different marketing techniques which are already creating a lot of buzz, and by eradicating distribution and marketing costs(they plan to sell only online) they can certainly push a million units at a profit. Take for example the case of them xiaomi mi3 which packs amazing flagship specs and is sold by the company at a price point of 327$. Also take a look at this phone called IUNI U2, another premium spec phone with an aluminium body, great camera( this thing uses a ultra pixel camera used by HTC as FRONT facing cam!) and it's going to retail for a mind blowing 290$. The IUNI is a much less heard about company then one+, and if they can sell at that price point, I don't see why one+ can't.

It would be nice, but it would not be economical for a smaller company that is just starting, especially since they are producing in smaller volume (I heard 0.5 to 1 million units), so it will cost them more per unit. Also after important tax it will raise the price more.
I prefer they charge more which will give them enough revenue to grow.
