"Why it's taken Samsung this long to port it to the international SKU is quite the mystery."
No mystery here. They crippled it to make some place for S5 which offered no upgrade performance-wise except for the 4.4.x core.
That was a deliberate dirty move from them.
                  Samsung never again.

If you think you have used that word correctly, either your English needs work or you put far too much importance on phone companies. Either way, we are not slaves and they are not masters.

Samsung releases a gazillion different models each year, how do honestly expect them to support them all? Also android makers never know when Google is going to throw a wrench into the gears which may also affect support (I'm sure not every manufacturer agree's with Google's recent decision to limit SD card writing permissions in Kit Kat and not allowing apps to SD in Jelly Bean). It's not their OS so while I do feel support has improved, android makers don't feel as obligated as Apple because they don't own/control the OS or the direction Google decides to take it.
