If you are on dev preview already you need to downgrade then you get it , or wait for update to dev. then you get it.
otherwise if you just cannot wait do the dev preview and you get it now (not including cyan of course just 8.1)

My 1320 is unable to download the update, neither on wifi nor on data connection! can anyone help me out with this issue? even nokia care center couldn't solve this issue!

However phones with older hardware won't get all the features the update brings. An example is how there will be no 'living images' or 'Miracast' on the older devices such as the Lumia 520 and 525. You're still going to get most of the new features though.
