There are no limitations of 3GB on android.
3GB limitation exists on IA-32 platform, e.g. x86 processor. As far I know, there are no android phones running Intel processor, yet.
Even if there would be android smartphones on x86 platform, android kernel has PAE function enabled, which allows to utilize 64GB of RAM.

Well the Exynos 5430 is a 32bit CPU so 64bit software isn't going to help, no point in having 4GB of Ram unless 1GB of it is for the shared memory of the GPU onchip.

I agree it'll be useless if it does not ship with 64 bit OS but how can you say it wont?
