After struggle for three days finally got the solution.
1. Entered into recovery mode.
2. Selected wipe cache partition.
3. Selected wipe data / factory reset then opted for erase every thing
When the phone restarted it worked fine. No ad banners now receiving.

3. Wiped data/factory reset and erased all data
After restart tested for 12 hours no issue of ad banners.

My Amazon Fire Phone was automatically updated to Fire OS 4.6.6.1 (466001420) with build date Saturday, April 16, 2016. Just after update I have been consistently receiving add banners as I use Phone or open any application. Can anyone help me how to get rid of this issue.
