You will need to look at third party FileManager Apps with SMB support, make sure both devices are on the same wifi, scan ip or enter each other ip, then share with SMB. (similar to what you do when you want to share between pc / mac / android).
Or use Google Drive, dropbox..
And since you rely on those apps as sharing, You will have to rely on them as the one that will read the data else you have to move the data a second time to the respective apps.. highly troublesome on iOS and Android. Btw.. what are you trying to share?

High end games at most 3~4.
Need cellular if you want to go everywhere. But i will wait for next ipad its coming.

For 16GB (10~12gb left), you can only own a few apps, everything else have to be on the cloud. And you have to be always online to enjoy your media. Do not even think about taking too much pictures or videos, you will run out of space.
Recommend Apps if you have knowledge of port forwarding and PC at home:
1. Streamtome. (Pictures / Video / Audio from your PC & Mac) - Takes up virtually no space
2. FileBrowser (Transfer your local iPad photos to PC or Mac or NAS) - Clear your space and have it read from streamtome.
3. Apple Music / iTunes. Make use of the offline feature to save some of your fav songs when you are off the grid.
But as you can see, the money you have to spend, on cloud / data subscription, PC/Mac 24/7 on. Its sometime better to save up and get higher storage options.
But for me, my country is fortunate, fast data plan, and i did not exceed plan, already have a Mac mini server with Time Capsule. So its no impact for me, 16/64/128gb, all are usable for me.

Only 1GB RAM ... ha ha ha ... I guess you can only only surf 1 tab at a time. Even then it will refresh while you are viewing ....
