The programs that can be used to make internet voice call on ipad are : Viber, Line and Skype, etc.
The one I use is called "Rogers One Number". It is a program created by my cellphone
Network provider for us to make voice call from tablet or ipad using the same number as my cellphone here in Canada . So depends on which country you are in, you may not be able
to use the same app. for voice call as I am using.

Yes, I can also receive call with my rogers one number program running in my ipad and with the Wifi /data turn on. When the call or message come in to my cell phone number, both my cellphone and my Ipad will ring and I decide which device i will use to answer the call or reply to the message.
So basically, the cellular function is to enable you to use the internet browsing or calling, that is all. but not normal calling as it does not come with a dial pad.You have to use a program with a dial pad in order to make or receive call.

Just plug your iphone to itunes then just click that you will purches one applucation once the apple id is pop up, you can see at the bottom that "creat apple id" just follow the process. And you can create a apple id without creadit card. Or you can search @ youtube. Just type apple id without credit card. Hope it can help you! Thanks..

So, after i read some comments.. Im confused now which one should I buy.. I'm choosing between Samsung Note 8 and Ipad mini.. one thing I realized with this two gadgets, samsung has external sd card up to 64gb with RAM of 2gb, excluding it's internal memory 16/32gb... while Ipadmini with only 16/32/64gb and 512RAM, no external card..
