I just purchased and iPhone 5s at Christmas time, I was also in that same thought process as yourself. The iPhone 5s' are made from better and stronger materials. To be honest It's probably not worth forking out the extra $$$ for the iPhone 6/6s as the 5s is still a pretty current iPhone Model.

If he is referring to the Apple certified pre-owned (also known as refurbished) than it's a great deal. It's good as brand new and it also has a complete set of accessories and 1year Apple warranty.
But if not the Apple certified one, then good luck :)
