About LTE compatibility, must be specified that it is market dependance.
Some of the iPhone 5S bought outside Brazil doesn't work on LTE Br (2600). I've found it through first hand experience.

[deleted post]The only guaranteed way to remove icloud is to have the password from the previous owner.
In my workplace, people sell their old phones to us. So we get a few iphones locked to icloud.Our only procedure to remove icloud is to contact the customer to get the password. Wiping the phone results in the phone failing to activate/restore.
You could probably do some research using google on how to remove it but i doubt it would work.
Since it's lost i would avoid taking it down to apple store. Don't think they would arrest you though.
Gotta be careful when buying 2nd hand phones.
