Even sometimes i phone is charged above 80%, it shows less percentage which goes back to normal after i restart the device

I bought SE 2 3 weeks ago. Works fine but battery sucks. Anyway it's a good phone for the price.
Yesterday I left it to charge it shows charging but won't past 78. Today it down to 65. I did force restart now battery percentage shows 100% and battery drain as normal. Is it iOS bug or broken device?

continuous usage about 3.5 to 4 hours on Wi-Fi (mostly use for WhatsApp video calling). Is it normal ?
