This phone is available for 19200 in Telecom company in Koramangala. Its in the same line as "the mobile store" just down the road from forum.
I've gone there myself and checked out the phone. I have Two question to past users:
1) does this device have GPS?
2) How is the sound of the ring tone?

Yes this mobile can be upgraded to WM6.5 but Microsoft has not released the official version of WM6.5 yet. Hence all the other upgrades are cooked by individuals.

This does not come with Arabic installed. but you can switch your ROM to Arabic. Check this link out.

Have been using this phone for nearly 2 months now & its absolutely wonderful. Its packed full of features & TouchFlow 2D interface makes it easier to use. Its features are worth for the price that you pay. Light weight, accurate GPS & faster web browsing & many more. The only drawback is that the battery doesn't last that long but if you turn off the Data Connection, it makes that battery last longer. One of the coolest WinMo phones I've used.
