If a phone has lower SAR value, it is quite better as phones with comparatively high SAR values are known to cause sleep disorders (insomnia), neurological problems, brain tumors and cancers (rare cases of tumors and cancers, but yes, they have been recorded).
The FCC (Federal Communications Commission) has capped SAR limit at 1.6W/Kg in 1g of body tissue. Anything higher than this limit is considered dangerous over long time.
The Lenovo K3 Note has only 0.290W/Kg SAR Value, which means it is not that harmful.

SAR value is completely irrelevant, it just means the phone is deemed safe by standards organizations. You can't compare two phones using the SAR value and also it doesn't mean that one phoner is safer than the other. All approved phones are safe.
