They cannot be put into a mobile, simple as that. In Android world, Exynos 7420 is still the best available in actual mobiles being sold (not considering the upcoming Kirin 950, Snapdragon 820, Exynos 8890 and so on).

Hesham , 10 Nov 2015Guys plz tell me what's custom cores In the ARM 'universe', a custom core is any implementation (actual silicon) of ARM instruction set that is not designed by ARM Holdings (ie, not an ARM Cortex A,M or R). Recent examples include: Qualcomm Scorpion, Krait and Kryo; Apple Swift, Cyclone, Typhoon and Twister; Nvidia Denver; Samsung Mongoose; AMD K12.

7420 benchmarks still lost to NVIDIA's Tegra X1
Too bad, the X1 is still the most expensive mobile CPU so no OEMs are taking it.
However, rumors has it that Sony will be taking this on with their future flagship - Sony Xperia QT with 6GB RAM.

We'll see then how Exynos would fare against it (if ever it will come true).

Chip companies offer licensed chips, phone manufacturers can simply use in their phones. However, some companies prefer to tweak the design, 'customizing' the design.

So Samsung is using Exynos chips, with the cores tweaked or redesigned to suit their needs.
