Not surprising. No company would risk it's assets and customer loyalty transporting truckloads of potentially explosive devices. That would be an insurance nightmare.

It's full blown case, but media and USA inland security. Out of 2 million delivered, 36, 70 even 500 may have melted, now exploded as mistaken by media. It cuz happen to Apple iPhone 7 even, surely hissing sounds have started comming our utube, processors load, total hardware problem. Let's see when hype blasts.

So the only reports have been whilst charging and they're afraid of transporting them not on charge and turned off... I think they're making a much bigger deal out of this than they should be.

This dystopian paranoid reaction of the USA, which is making it's way to the UK alas, is based on poorly or uneducated people being in positions of authority, they are too stupid to make common sense based decisions. As others have pointed out, a) Note 7 only catches fire when charging. b) Switching it completely off prior to shipping, which is law anyway world-wide I understand, is obviously going to further reduce the chances of an issue.
I do however wonder if the idea of sealed batteries (started by Apple!) is a smart move. Just imagine how much easier all this would have been if all Samsung had to do was recall the batteries and exchange for a new one. The Moto DEFY Android phone was fully water resistant (more so than the Sony Xperias btw) and yet had a removable battery. I owned two DEFYs and they never leaked despite me giving lots of demos to my friends by dropping them in beer, water etc.
