It means they would sell underpowered phones for higher than average prices. It's actually worked for them as they reported a profit of a few million dollars compared to to last year.

Now I am willing to buy it. Who knows the next time it will be this cheap. $299 is more reasonable than $499. But ideally I personally believe it should sell at $299 tops instead for $499, and with sales and discounts it should sell for $249-$149.

Sony would even give it away for free in the United States but will not or only sell the same devices for $700+ elsewhere in the world. And then wonder why their mobile division is into losses. Such disparity in pricing.
