1. Place the google-services not more than one interaction away from what the user sees when he starts the phone.
2. Share your technology and patents.
3. Join the OHA and pay a hefty fee.
4. Agree to some heavy NDA's.
5. Be prepared to be probed.

    I have been interested in upgrading. However, Nougat does offer slit screen and the ability to run two apps side by side. Something which has been missing for years.....

Try reformatting your PC's hard drive and reinstall Windows from scratch. You will end up having to install some drivers from the manufacturers. Considering even the anniversary update of Windows 10 broke some webcam drivers means that it's not that simple. Plus, people don't want to install drivers for their phones, so the burden will be completely on Google to make sure EVERY drivers on ALL android hardware are correct and running perfectly.

      2. Google licensed Android as open source, allowing anybody to use it to their will. See Amazon with their Fire OS, and many more customized Android for embedded devices and those custom Chinese ROMs. These OEMs have their own pipeline for their OS. Forcing updates to be under Google control goes against the original intent.

            Looks like Google is running out of ideas for updates. And situation that almost 1/3 of phones still running 4 years old version shows that people don't even care about updates so much.

In my case it keeps poping the message that phone is charging through usb (i connect it to pc and message disappears until you reboot your phone) wow...big deal!

                    The rest, everything works, fingerprint, camera etc fast and smoother than stock roms, muchhhh more options for customizations, themes, font changing you name it, all advantages that stock roms don't come even close.

                      It's something normal. But for the "eye" an expert, this shows that, they have not sold many phones, they reported all manufacturers. Retailers will be selling them in financial loss.Pay attention to the figures, which will be publicized in March, the non-profit organizations specialized in the field, and will see how many lies told, those from Samsung, Meizu, One Plus, Apple,etc.etc. which are, according to their, world champions in sales of phones..:)

                        Updated to 7.0 yesterday. My Moto Z Play is more smooth now! Glad to know that am among 1.2% in the whole world!
                        Damn! Apple cant provide that experience if you know what I mean.
                        My friend with iPhone 6 says to me, "I'm among some 76% in the world with latest iOS version and you are in 1.2%! Wish I could feel something like that!"

For me, software updates are just over-rated issues fueled by arrogant iOS users. Maybe in 2013, all of this updates argument would make sense. Now people just don't care. If you ask people to list out the reasons they bought a particular Android phone except a Google phone (For example, OnePlus 3T) I can bet you that a software update will be at the most bottom of that list, or not on the list at all.

                              Security updates may be important, but then again if you don't do anything stupid with your phone, like installing pirated apps from browsers, your Android phone is pretty secure.

And there will be more which gonna support it... Custom Roms are buggy - yes, but if you will tell developers those bugs, he will fix ASAP and there are always at least 1 stable rom available for any device...

                                      Apple does only flagship performance devices, that's the reason why 76% of their devices have IOS10, but still they area far better at software support, making the hardware and software like Google, when you put OEMs in the equation it gets messy.
