Apple and Qualcomm both are responsible but only Qualcomm was fined.
I wonder why?
How many Apple paid to the courts to stay clean, purified like a water in church or a white rose :-)

A lot of Qualcomm supporters have no idea what they are talking about. All the companies involved are American. EU just said it is illegal to give a customer extra discount if they don't also use competitor's product.
Qualcomm is one reason why Huawei isn't coming to the US. Qualcomm is doing everything it can to stop non-Snapdragon SoCs from being sold in the US.

I for one am truly grateful that they are out there and thinking of us every single day :-/

In this case Qualcomm was most engaged due to the active bribe but honestly, Apple took the bribe and had the same negotiations / practices going on so it's really strange of the EU to ignore their part in this. The key problem is they cite the damage it caused to other potential suppliers so how is Apple taking bribes and preventing them from competing not causing the same situation? Especially since it was the 2 sides of the same deal which was deemed anti-competitive. It seems like the EU is already rapping Apple's knuckles so they decided to just pussy foot this subject.
