Rhis should works everywhere.
But in my country every taxi driver have a 2 cell phones in his car.
Most of the drivers that driving goods from point A to point B also uses a phone.
Well maybe they should start making KITT from knight rider series real.
It should be nice.

The laws in question aren't new in France, it's already forbidden to do something distracting (e.g. texting, eating, using the gps, applying makeup) while behind the wheel.
What is new is that the jury decided that "behind the wheel" also applies if you're stopped on the side of the road i.e.: not actively driving.
It comes after a driver who was arrested for texting while stopped at a roundabout with hazard lights decided to appeal his fine.

I always thought everyone is doing the hands free method. Hahaha. That is how I assumed it. I never actually thought of using phone in hand while using map or making call while driving. It would be weird if anyone using their phone maps by using hand while driving while u could just stick it on somewhere like a gps. Loudspeaker mode or bluetooth is also more convinient for making calls.

Texting is a lot more dangerous than talking while driving, 135 € is a joke! They should take driving licence for atleast 3 months especially if it happens in urban area this is extremely dangerous.
I am speaking this a driver and I don't want anyone to be killed by a fool using phone while driving.

and technically. texting takes MUCH more time compared to time checking or GPS turning on. (the first is just click on the home/lock button, look for a second and close, if you got AoD it's just a glance, second is just swiping down the notification area and tapping on GPS to turn on. both take max 3 seconds) while texting requires you to think of your content which can drastically distract you from your surrounding, it can range from 10 seconds. (x3 the time) to a whole minutes. (x20 and beyond) and there you got your accident, meeting the lord above.
as for the other tasks. this is why I do everything before. When opening a new bottle I open it BEFORE I start to drive as I know that if I'll want to drink it'll less distract me.
talk to a passenger: lol you're kidding? I do it all the time. but I refuse to look if I get to be invited to see photos. the AC/Radio I usually set before I start driving. if I really must in the middle due to songs I dislike Or I feel hot. I'd wait for a red light to switch it. or ask from a passenger that sits besides me to do so.
and for your information: "HOLDING" the phone is not distracting. "USING" IT does.
I've been a police volunteer in my life.(4 years ago, and I'm still a safety volunteer. I report to the police about unsafeties.) and it's quite easy. in many cases when we catch a driver that texts he's in the middle of the texting. (60% of the cases to be exact) so here you go. fine and points. end of story. (As a safety volunteer I don't do the job. I just report it and the 5/0 do that task) and the cops don't check. you've been caught texting. get a fine. if it's just GPS setting or getting a navi-app. you're usually dismissed with a warning.

(why do you think today's phone are insanely powerful? to match that fast pacing life) you want to do everything at once and if you're stuck in a jam, or red light waiting, you think you've got time to pull your phone and text a little. (don't ask me. I don't do this kind of crap) and pedestrian in their eyes? pfft, they don't know the people so they don't care. (wow. cruel as f) I know that behind the wheel when I'm driving I'm not perfect. I do those tiny sins too. (like accidentally gasing when passing a padestrian walk. I do stop when I see their faces, or they wave, and in the night a flashlight really helps me recognise a person there.) but One thing is a big no no for me. texting or using the phone when driving. but compared to these mfkrs, I do it from innocence. Not from cruel intentions.

I don't live in France but I've always wondered how the f do people write SMS messages and drive at the same time. Especially, in my country where there's no refined driver culture - they tend to gas even in pedestrian crossings for the sake of not having to stop.
