I vote Camera. Why?
First, faster SoC is really good but if you are regular user that performance is not affect too much your EXP.
Faster performance always means for gaming right? But nowadays gaming on phones is really bad despite P2W system.
I am really like the mobile photography.
Faster SoC = Faster battery drain. (Depends the SoC)

As a professional working for more than 13 years in the photography industry (doing image editing) and also, being an enthusiast photographer since about the same time, I tell you that people overestimate smartphones' capability of taking great photos. Most of the people that buy phones because of their camera's quality don't even know the fundamentals of photography and they think that the phone with a better camera (that most of them can't even notice the difference) will take better pictures, which may not be true every time. Smartphones camera's image quality is enough for posting on social media (even the low-budget phones) because you take a 12mp picture and you shrink it down to 1.2mp to post it on Instagram, or 2mp for Facebook. This downsampling is so big that you can't tell the difference between a photo taken with a Pixel 2 and my Xiaomi Mi4c. I've done similar tests dozen of times and you lose all the fine detail that a good camera may have when compared to the top-notch camera in a smartphone.
So, instead of buying a new phone and spending a thousand € or almost, in the last generation of image processing algorithm, since the sensors are about the same, quality wise, and the processing is the feature that makes the difference, people show focus more on the technical aspects of photography instead of pixel peeping their rubbish photo taken with the flagship phone. With my 3yr old Xiaomi Mi4c I take much better pictures than any of my friends' Note 8, GS8+ or iPhone X. Smartphones evolved a lot in the last decade in picture quality but now they're reaching to the limits of the technology and that's why brands focus more in the post-processing part of the final result of a photo.
So, that thing of talking about capturing in the best possible way your life, just because you have a slightly better camera than you had 2 years ago, won't make as much difference as if you care true photography technique. You can have the best camera in the smartphone industry and still take rubbish pictures. The most important thing in a photo is the person that's using the smartphone and not the smartphone itself.
I really laugh when I hear someone comparing a DSLR to a smartphone camera. Try to take a picture in raw format, open it in a proper software (like Photoshop or Lightroom) and see how bad smartphone cameras are. I can pick up my 10yr old Canon 450D and I'll put it against any smartphone, at any condition and It will kick any Pixel or S9 or "X" phone every day. So, if you want to capture your life with the best quality possible, you can buy a Xiaomi Mi6 and with the remaining money you can buy a proper mirrorless camera for the extra 500€ and you'll have really good quality. Then you will just have to know the fundamentals of photography and improve your skills. Buying a Pixel 2, Iphone X or S9+ mainly because of the camera is just stupid, because, as I said before, you can buy a great performing smartphone and a good mirrorless for the same amount of money.

They should make two versions of phones. One should focus on performance while the other should focus more on camera quality.

When the N8 came out everybody knew it wasn't the performance king. It's results were amazing. It lasted 4 years. Of course by the time I had another phone. When 808 came out I also bought it with no regrets regarding performance and OS.
You can wait a second or even "live" without an app, but improving a picture taken with a meh camera is just impossible.

Performance as a whole includes camera performance, battery performance, network performance, display performance, CPU/GPU performance, etc. Not merely app opening/closing performance.
Performance as a whole matters more than merely camera performance.

Galaxy S6 camera performance on a Galaxy J device would be difficult. For example, 4K video is still impossible on sub-$200 devices (excluding old flagships that can do it, that are now in that price range).
The main reason that they are called "budget" phones is that they are downgraded in specs and performance as compared to significantly more expensive ones.
If there's a Galaxy S6 camera performance on a sub-$200 smartphone, then who would buy the Galaxy S6 now at a higher price? Any manufacturers would obviously want every single one of their products to sell well, so they can't make their cheap phones be great, otherwise their high end and greatest products wouldn't sell well.

Better performance leads to better camera performance.
The S9 has better performance than the S8 due to better processor, which allows it to record 4K videos at 60fps.
So I'll take better performance because after we get that, we can also get the other.

camera all the way. I just wonder why companies doesn't make good cameras in budget phones. I want at least Samsung S6 camera in J series. is it too expensive? afaik camera lenses just cost around $30.
even the $450 Samsung A8 doesn't have good camera compared to the old S6. companies just doesn't want their flagship camera to be compared with budget phones. shame.

I'd go for a better camera than the best SoC on the market right now because the 20-30% of increase in speed isn't going to go on forever and optimizing the system plays a bigger part in that increase than we can imagine.
Unless you're a heavy-duty gamer and need the extra performance or you're doing some video editing or 3D modeling on your phone, even an SD625 phone can cut it for you. On the other hand, so many manufacturers add the newest camera modules with even bigger pixels™ but can't even throw in optical stabilization or stereo audio recording, now that is wrong.

The thing that bugs me most is the ignorance of battery life. There are not enough options from the big manufacturers regarding long lasting phones. I don't need a super GPU or phone with 5 cameras. When they produce chips using 14nm or smaller they just make the battery smaller. Manufacturers are content with there products getting through 1day of heavy use. And if you want to buy an entry level phone, you get too little ram and storage which forces you to spend extra for a mid - high performance phone with costly features.
