Actually, both matters. Unfortunately not everyone can have it since the best camera/s and best performance usually (like most of time) comes with flagship devices which costs so damn much. Yeah.

All phones have terrible cameras so I choose performance. The camera just has to be there to capture random stuff I need to remember. Like a piece of paper, sign, whatever. I would never trust capturing really important moments to a smartphone camera. Some of them produce adequate quality on the raw files but the jpeg are just ruined with the terrible processing, noise reduction and edge enhancement. Not to mention fake bokeh and other junk. No amount of AI is ever going to make them better, they are still all terrible but I understand why they are liked by people who don't know how to use a real camera or how to take a picture.

proformence doesn't have that much of uses I am all right with 3-5 second to open apps the GPU doesn't matter either since you can't display more than QHD resolution (not an less you have sony Xperia XZ PREMIUM) and there is no screen that supports more than
60MHz (except Rezer phone which doesn't have much games that supports it but most videos do) and RAM is all so an used since there is no app or game that cant consum 8GB of RAM and multi tasking on 8GB is impossible even on a flagship since at that level the phone should "LATERALLY" burn XP
but camera can all was have a usage BUT the problem is that most brand don't focus much on displaying the photos/videos on the phone (for example XIAOMI MI 5s has 2160p video at 30fps and 1080p 120 fps but the the next XIAOMI phones starting from MI 5s plus couldn't pass 30fps on 1080p and slow mo on there newer flagship were 120fps on 720p and and 2160p and 1080p were recorded at the same speed knowing that the screen is only 1080p not even 1440p which could be a marketing trick since XIAOMI sells 2160p monitors) so as long as you can watch what you can record then it is all right ;D
BUT this is the case with flagship.on mid-low phones I would prefer the proformence since you can't get a powerful enough camera on your low-mid phone to beat the the real camera you saved money for ;)
so on flagships proformence comes second but you can save some money to buy a camera on low-mid (or PS4 to play with ;))

What's the point of having great litle-tiny-sensor camera if you have compact interchangeable camera at budget?
User experience always comes first. It's just many of us doesn't realize how important is that.

If the modern equivalent of the 1020came out to Android beating all other cameras as severely, I’d get it in a heartbeat. Camera quality is by far the main and most important factor when getting a phone. For a few years now all flagships perform well. The cameras are still lackluster.

I choose both.. For now I still luv my HTC U11, good performer with amazing camera.. In the future I don't know, give a try to Huawei P20 Pro, maybe..

Performance takes the edge for me. It is because a lot of utilities and actions on smartphone depend on its performance. You wouldn't want a phone that is stuck browsing, typing or cannot handle multiple processes. Camera is a very important feature, but again it is one factor, compared to many other which depend on performance.
A responsive display, no freezes is all what makes a smartphone experience excellent. Unless you are a photographer roaming around to capture multiple type of shots, camera cannot be as important as you may use it occasionally.And many low end cameras do a decent job now a days for routine tasks.

I personally cherish preformance.
I am a coder AND deesigner. And I need the most powerful CPU and GPU I can get. (Preferably 4 Monsoon+4Mistral for CPU, Adreno 630, and a chunky 4-6 GB of RAM on ANDROID)

I don't make a living out of photography nor do I have an interest in photography. So any reasonable camera would do good for those moments that needs to be captured. And even the budget friendly phones are performing well these days. So it is not much of an problem anymore unless you expect phones to work well after updates, I suggest better to invest in performance.

Probably 90% of people using phone camera use it just for taking selfies, pic of friends/pets and shaky images in events/concerts.
20% of those people make flat, boring images of landscapes or sunsets and put it on instagram with "art" tag.
Maybe 10% people actually need best possible quality because of their work. Rest of people would not even notice if you would resize all their images to 1080x1920. Mostly because they watch them only on phone and never need to zoom to see details.
So obviously in the first place is... battery life AND THEN performances. Mostly because you can have super powerful phone... that can be so fast just for hour or two, after that battery just give up.

Both performance and camera matters to me. That's why i use a Sony phone and a DSLR. Superb performance and superb images.

I have an lg g6 from past one year which takes extrodinary photos and it has aged well with very minor to no slowdowns...overall i need the best camera with good performance(i know there will never be an extrodinary phone)

Camera ofcourse. I don't game much on my phone. I don't use it for coding or designing. Neither I've seen anyone who does. Those ultra-core processors are free meals for newer Android, not us. We need camera. I am using S7, and the only reason that I switched from a mid-ranger J5 2015 to this was because the cam was real good. Once good cam phones hit the mid-range, flagship will become useless. Maybe thats why they don't do it for midders.

I just bought a S7 Edge mainly because of the camera and better performance than my old Huawei. For me camera is slightly more important than performance.
