Both are complementary. Intel knows that (Pentium 4). If you don't have an efficient chip, it will draw much more power. Power that can be repurposed in significantly higher performance. But software is a big player in both too. Programmers are much more sloppy today. They write poorer code since it gets offset by the work of chip makers. So the answer is software.

Both them are important in smartphone todays than the crap sh*** camera thing.
Now phone is more effective as gaming and social network device.Thats why we need performance and also efficiencies as just like how PC hardware evolve todays.We want smartphone to be success platform in gaming as what pc was today.
Offcourse smartphone will not replace PC/console but gaming in mobile has become important aspect drive the smartphone industries and also the rise of mobile game company.
Now is 2018 , people should less talk about camera.
camera in a handset already 15 years in history and camera was most redundant thing to talk when come to computational power.

Same happened with the notch. Nobody wanted it and yet they did'n have a clue and expected approval (Oppo, LG).

Like reducing brightness or disabling sync or mobile data, which is totally ridiculous.

If your phone died, you can brag about the performance at all. Yet manufacturer failed to increase battery life significantly.

Efficiency all the way! Anything more powerful than Snapdragon 625 is currently useless and can't be noticed if you don't play games.
I hate phones that tend to heat up too, it makes them crippled in my eyes so despite being more powerful, they can do less. Plus, i'd hate if the battery is depleting even on charger. Sure a quick charger would "fix" that....by damaging your battery in no time.
Too powerful phones are just totally impractical.

Yordan is right IMO.
Excellent performance is easy to achieve if the efficiency is great beforehand.
Say, for instance, SD835 is just as powerful as SD821, but since it's made in a newer and more efficient process, it can be overclocked to reach higher performance peaks while remaining just as efficient as the 821.

just wondering why they keep the phone slim and small battery but camera bump as hell.
bigger battery is a most welcome for high end specs. so the thickness can have room for bigger sensor and larger aperture lens.

If a phone can handle everything I throw at it smoothly and lasts atleast half a day its good for me but if it cant handle my demands what good is that 2 days battery life

Efficiency matters more, of course.
The only reason I buy phones with 8xx chips is that only these phones tend to get decent cameras. But I will never understand why the interface of my LG G6 on 821 works slower than one of Sony Z1C on 801.
