I'm theorizing that they are keeping 4/64 for "7.1 plus" in Europe and perhaps USA is not getting the 7.1 plus, so they are getting 4/64 in 7.1 already. I tried reaching out to HMD/Nokia Mobile for an answer, no luck so far. Perhaps gsmarena crew could?

      Technically this is easy to do and is very profitable. Nokia has no excuses.

        Dissapointed by the specs. If it had SD710 + 6GB RAM, I would be preordering right now. With this configuration I will look somewhere else.

I feel like their marketing team is hesitant, confused, or crippled when it comes not only to speccing their phones but also to designating whichever available models they have launched to whichever market they already have access to

It's strange Nokia would have a 'global rollout' ... moreIt is indeed strange, but maybe they simply changed their minds, or "global" simply meant "outside China" and not truly "worldwide". I don't understand them and I'm frankly getting tired of waiting for them to roll out a well-speced phone in Europe. I wanted to get the original Nokia 5, alas the 3GB variant was available in India only. I wanted to get the 6.1 plus, but it's not available in Europe. I almost got a Mi A2 Lite, but I was a bit put off by the lack of NFC, USB issues, and "Q1 2019" rollout of Android 9. So finally 7.1 appears, which basically meets all my requirements and then Nokia shows me the middle finger again by not releasing the 4/64 version in Europe or indicating whether such release is planned at all. I asked on their FB profile, but obviously no response.

                      That huge chin though.

                      Seriously, if you're gonna have a large chin on a phone, especially if the fingerprint sensor isn't on it, don't bother with the notch because it looks really stupid. Either have a notch with no bezels all around, or have bezels top and bottom but no notch.

                          It's even stranger for them to offer only a 3/32 version for the Nokia 7.1 in Europe. The 6.1 Plus comes in 4/64, while the X6 has three versions (4/32, 4/64, 6/64). Isn't Europe Nokia's home market?

How many differences are sufficient for you to not consider this a "rebrand"? Also "6.1 Plus" might be the "international" variant of "X6", however Nokia is not too keen of making it "international". It hasn't been released in Europe and I don't think it ever will. In that sense this "7.1" might as well be considered the European version of X6. What troubles me, however, is that so far only 3/32 versions are available in Europe, while the 4/64 version seems to be US exclusive at the time being.

                                Nokia 7.1 is nothing really unique at all, just another of so many identical midrange Androids!
