Windows Phones used mainly same/similiar hardware (there were not so many different models and different branches of Windows from different manufacturers)

why is it android devices cant be upgraded from another operating system to another,eg,from oreo to pie...windows mobile phones you upgrade from one version to the lateet provided its available

At this point Google bares as much responsibility. Heck, even they are struggling to keep their own devices updated....and many bugs are getting through.

Still, OEMs have their responsibility of updating their phones quickly and in a long period of time
Treble or not, they should be delivering fast and frequent updates with little to no issues, if they are really committed into delivering the best experience

Thats sounds very interesting but in case of Samsung its not possible.
Samsung was always going its own wrong path avoiding customers needs and researching and releasing things that nobody asked them for at the cost of having a lot more expensive devices.

Google also introduced Vulkan with nougat. Now after 3 years, almost 5 games are running on vulkan.
