Screen shots by accident, or spying.... that is the question you pose... even though you flat assert that unwanted screen shots are by design.           So malware apps which can pass google's checks will not make it past Apple's checks.

Good luck with that on IOS. Plus there are modded apps with disabled analytics which can be installed on Android.

                      And some of the apps are already republished on app store like famous Peel remote https://play.google.com/store/apps/details?id=tv.peel.remote

But, additionally, all an app needs is network access, which the vast majority of apps have. With network access, an app may potentially send unauthorized information to, and receive from, a location somewhere without the user's express knowledge.

Try deleting some apps, that might solve your problem. Apparently even the default ones can't be trusted.
