The IP certification is actually really cheap, and you pay once and that's it. It works out to be pennies, or upto a dollar. And the revenue from the bloatware usually is minimal as well, since, no OEM actually makes much profit from the software aside from Apple, Google, and to a lesser stance Xiaomi. OEMs actually pay more money on advertising and developing said bloatware. The biggest reason is because they don't want phones to last too long. So that they increase their odds of people replacing phones quicker, and byproduct increasing their chance for repeat sales.

I think if they add proper software support and extra durability, that in itself, will cause more interest and more sales. In short, it would be a worthwhile investment and they would make more money. That would be their differentiating factor: consumer-friendly.

          The way I see it, Q will be literally same phone as 5 Pro. Probable MIL rating means nothing, and IP certificate they could have gotten with 5 which is also splash resistant, or in other words, they didn't want to pay certification for 5 but will pay for Q
