Will it bring Android PIE to the Mi 5S (and 5S Plus), though? It is very much capable of running it as evidenced by the Google Pixel 1 (all three phones have the Snapdragon 821 and plenty of RAM)...

Completely fine if even the oldest devices get MIUI 11 and NOT Android 10. MIUI tends to have nearly everything and often more than vanilla Android. I understand MIUI 11 also brings Night Mode to all devices irrespective of LCD/LED screens? While Xiaomi have been good with updating MIUI, they have been lax with security updates. Hopefully MIUI 11 sets that right?

Anonymous, 24 Sep 2019(crying) my beloved poco F1, no MIUI 11 update WHY?In the case you don't know Poco fone never had MIUI custom skin on top of Android from the start, it was launched with it's own custom ui so, you will get Android 10 in the future but, with different custom ui on top of it.
