Samsung/apple/huawei/sony actually can bring higher quality out of them, but they tend to bring first new features regarding quality.
Of course if they stay at the same like 12mp resolution for too long, they start to lag behind in new features possible for only new sensors.
The safe route is not always the best one, more competition will surely help, but some things hardly change, like iphone brown tint, samsungs saturated colors, sony's lag and weak auto processing.

Of course they'll use different 108MP sensor, why would they put a huge sensor that only does up to 4K30p recording.

Nonetheless it's good to see Samsung is catching up with Apple, Huawei and Google in the field of smartphone camera again.

Samsung used to be leading in the camera department but it was lagging back compared to other manufacturers in the past 2 years like Huawei.
Hope they throw the kitchen sink as far as camera is concerned.
108Mp main camera sensor
Wide angle lens which is equally good in low light as the main sensor.
Telephoto of minimum 5x optical zoom

Probably it will be almost the same sensor as the one found inside Mi Note 10, but will have DRAM for improved readout speed. Hopefully Samsung won't mess up the processing this time around.

Will be a lot of 0.1Gp phones or the likes, but not every brand can boast great about better colors or worthy hi res output.
Cannot wait to see huawei's and sony's move in this direction, as they usually got the best hw.
Still, even with main fov sensor getting new heights, superwide and tele lens quality differs a lot too, may be even deciding factor when considering whole package performance.
Meanwhile its definitely new age for entry level to mid range phones, as they upgrade to bigger sensors, bringing not just resolution but quality also.
