The key take away in this is, MS, Huawei nor the Commerce department explained and they all refused to answer questions on how/where MS's licenses cover in detail. If the licenses covers all, why refuse to answer questions?
Office suites? Windows 10? Azure cloud servers?

It would be funny if their Android devices get banned for good because they're security threats but the office Matebook computers are not. It's still probably down to the fact that they don't pose much of an economic threat because of smaller volumes (aka not a threat to Apple computers)?

Nah, it's more for Microsoft than for Huawei, if they really want, it would be the chips not the software. Pirated Windows is just all too common, it's for MS to collect the license fees from the OEMs as MS could or would not collect the fees from the pirated windows users.
