Phones can still use their maximum possible resolution to record videos (albeit with inferior quality than a native 33.4MP sensor).
Nubia Red Magic 3 launched last year with 8K video recording (at 15FPS due to SoC limitation). Newer SoC allows 8K at 30FPS, so we'll be seeing 8K getting normalized very soon.
So yes, S20 series could very well use those 48/64MP sensors to feature 8K video. The wide majority of people won't bother using it right now, so they're just doing it for the bragging right. Also, being the "first" to launch anything makes for good marketing material, and that's exactly why they'd be doing it.

Since mobile sensors are 4:3, then you need about 42 or 44MP sensor.
Quadbayer needs to be over 160MP.
Not just that, sensor has to be strong enough for the task. The isocell of mi note 10 can do 6k@30. There is no mobile sensor able to do 8K.

Let's wait for official announcement before arguing any further though.

Really think Samsung would put as main cam of a $800-1000 phones the same isocell they sell to other brands put inside $250 phone?
Samsung is no cheap brand ....

S20+ has the same with an additional ToF camera. S20 Ultra will have the new 108MP (main) + 48MP (Tele) + 12MP (Wide).

Great idea of yours.
1) to record any resolution, sensor needs not pixels enough but also the support for it. The isocell 48MP supports 4K60 only.
2) Quadbayer or "nonacell" are not made to work at full resolution, which means it is a 27MP. Not enough for 8K.

So the regular S20 and S20+ will again get the 12Mp main camera...like S7, S8, S9, S10...Chineses are fitting 64 Mp in their new midrange phones for half price..ahahah.

Not even a Sony IMX 6xx camera sensor. That's a bit disappointing.
I presume the Samsung camera censors are the 'ISOCELL Bright' ones which were hyped for months. No crosstalk, extra pixel binning, will eat Sony's lunch blah blah etc.
