and annoy users if it very diff then the logged user
use only 10% of it less or more

For example exclude votes cast for phones that are not released. (my roommate voted for the galaxy s2 every day for about a month - when the phone was only "rumored") - And the login method seems alright, though there should be a proprietary login (no facebook).

use number 3 in combination with 2 ( only logged in people ) and ban/kick them if they vote more then once

1. Best overall phone
2. Best specs
3. Best phone for price
4. etc.
This will help a lot while browsing phones or searching for the one we need.

The classic is better.
Let the people type in the five phones they like best and let them rate those using your
criteria. let them compare them too and you'll know that because of the variation of the ratings.
it's gonna be an effort but it would be worth it.

e-mail confirmation could help, i think.
One may have lots of time to change IPs. But logging in to e-mail and clicking the confirmation link will take lots of time.
Plus, all 10s and 1s elemination will make all of the results better i tihink.
And plus, imdb style. you should calculate convergences and take into account the number of votes.

Choice 3. Maybe make it simply a thumbs up/down. Cuz, yeah. When Motorola and LG top the list, there is something wrong. ...Oh. Now I sound like a fanboy. ;)

Get rid of the voting system, it serves no purpose. People trolled and they will continue to do so no matter what you do and they always find new ways.
90% of the people rate phones without even actually using them for real even once.
Create graphs, ranking phones based on performance across different spheres like talktime, multimedia experience(can be divided into subcategories like camera, audio-video, web, etc.), ease of use, design, value for money, aftersales and support etc.
Divide phones into different tiers or price brackets (I, II, III, and so on. Tier I being premium segment), rank the phones yourself and depict the ranking in the form of tier wise graphs.
Now, create a web applet which lets the user enter his/her preferences, like:
Case: vfm>talktime>ease of use>design>multimedia, now this preference should provide a list of phones sorted from the graphs using the given criteria from each tier, this way we will have a great buying cum preferential ranking tool with genuine results and ratings.
