In part due to the A13 SoC but, about all, the improved software. Its like with the Steady Shot from Samsung and some of their overpriced mid-rangers. To stop the complains due to the crap sensors they added to the A50, A70, A80. They tried to imrpove them by software. In the case of the most expensive A70 and A80 they even added the Steady Shot feature by software.
Is something usually done, the image processing can be adapted, so brands then to add the best algorithm, accuracy and noise reduction to their most expensive phones by simply changing the setup in the software. Yes, often is an artificial way to make the most expensive models better. But sometimes, if needed, improve the worst ones...
In this case its also a natural improvement as the new SoC comes with updated libraries and software. So even you can obtain an improvement in photo and video. Of course, there is a limit of which beyond it is not possible to improve. Better results, yes, miracles, no.

You are not going to ask Samsung or other manufacturer to dismantle a line production of actual display controllers (chips) to mount the older one that maybe was even recycled and produce older chips. That will cost a fortune and you'll also buy a worse product more expensive. That will be stupid and Apple ($$$) obviously will not do that. But for not give customers a better display hahaha, if buy older ones today would be cheaper, they for sure would have done it. Which is very ironic, as Apple is the number one in offer the less they can in hardware at the higher price as this tunned iPhone 8 (SE 2020) shows. But this time, ironically, buy better ones is cheaper for them. At least for once those fooled customers buying this mid-recycled phone got an unexpected improvement.
It's like if you now want to find and buy a classic old engine but new manufactured. You'll have to probably build it yourself or ask for a custom hyper expensive order from the original manufacturer.

With underclocked A13 which is close to A12. Dont expect same performance levels as iphone 11.

BTW, the battery itself is also the same. Only the battery connector is different.
