Creating an OS from scratch at this point is nigh impossible, I mean think about it, Microsoft, Mozilla, Samsung, Nokia and BlackBerry are all tech giants with hundreds of billions of dollars worth of combined RnD couldn't keep up with Android and iOS. You can't just magically force developers to work on apps for platforms that have the most basic of basic APIs unavailable you just CAN'T; they'd have to spend ages working on the environment instead of actually working on the apps they want to create.
You'd also create the problem of fragmentation. You must provide the incentive for the average developer to build for more than a single platform, a large user base, excellent system documentation, excellent hardware for both the users and the devs, excellent support for web, graphics, software and hardware technologies are all crucial alongside constant work of maintaining and improving these components to stay actually usable.
Android became the success it is not because some random ass reason but because it came out at the right time, mindset, and had to fill a gap that was wide open.
HarmonyOS if it's not based on Android(which is highly unlikely because the entirety of China couldn't produce a f**k1ng web browser) is destined to fail.

Anyways, to make it easier for you, it is there in that article that there will be an open source version of the OS just like AOSP.

Because Huawei isn't going to change much to the source code.
Because then software will have compatibility issues.
So, Google will know what's going around.

I myself bought one to have the experience.
With that low processor and low ram the experience was better and faster than Android.
It was a little bugy. But as a new OS I could forgive that.
Samsung could invest heavily to improve this OS but they didn't.

Google is no saint when it comes to business, they had to draw a line of the open-sourceness, otherwise all smartphone companies would use the open-source version for free with a little something on top, & Google would get no money in return for their efforts.
But, a lot of benefits have come out of it too. You have custom ROMs like LineageOS, GrapheneOS that use open GApps & Micro-G to complete replace anything Google. Amazon has FireOS built on Android & they don't pay anything for that to Google.
HarmonyOS will be built on top of Android Open Source Project (AOSP) made mostly by Google & Huawei will use it for free.
My question for you is, will HarmonyOS be open-source ? what will they give back to the world ?

Finally a third player in the mobile os, controlled by US companies, hope Huawei is up to the task. We just need a third player in the computer os, something like Harmony PC OS, o whatever is should be called, maybe Lenovo OS. One can dream. Next is taking down SWIFT code from the US.
