The US Commerce Department must reply to a preliminary injunction or won’t get the ban through.

They could have followed it and stayed in China but it was Google's own decision to leave. Trump decided to BAN Tiktok unless an American company has MAJORITY control over it, which China won't allow too.

This is totally different. China gave Google a choice to stay, America decided to ban Tiktok and cited "nation security reasons". If anything, USA is being the bully here.

The reason Google license matters is you need a license to install GMS onto a AOSP base. GMS is only relevant if the phone is required to run Google apps. Chinese phone makers have long been developing roms based on AOSP without GMS because they don't need to include Google apps on their phones.

By all reports, Hongmeng OS is based on a microkernel and not on a monolithic kernel (linux) that Android is based on. So they should not the same operating system. If you don't the difference between a microkernel and a monolithic kernel, don't pretend you know much about operating systems.

No one should have to abide by US sanctions and the US shouldn't be able to force other countries (or foreign companies) to abide by them.

I really don't see what your issue with Samsung and Huawei is. They don't have a bad relationship at all.

I'd say you're pretty d#mb for calling me wrong when you know so little. Before being banned, Huawei used 'Android'+EMUI not AOSP+EMUI. If they were using AOSP, which literally stands for Android Open Source Project, which is OPEN-SOURCE & free & not controlled by Google, then why would cancelling their Google (Android) license affect Huawei at all.
"They were banned from obtaining a GMS licence by US government otherwise they'd still be incorporating GMS in their phones. They didn't agree not to sell to Iran or North Korea, and it still needs to be proven that they did (they probably did)."
(they probably did) I congratulate you because you atleast have the decency to accept Huawei/ China broke the sanctions (pact with US). Now, as you said after breaking the sanctions they were banned from using GMS (part of Android). So, NOW they're using AOSP+ EMUI & AppGallery( a poor copy of Apple's App Store - which fulfills the functionality of GMS). Now the total of AOSP+EMUI+AppGallery is called "HarmonyOS". But, clearly neither Huawei nor its fans are happy with it, otherwise why are they always whining about the loss of Google license/ Playstore lol ?
"The sanctions on Iran and North Korea were imposed unilaterally by the US (nothing to do with anyone else)."
Let me tell you something about international geo-politics. X (North Korea) steals Y's pizza (America) by unscrewing his window using a screwdriver. Y knows that after sometime X's screwdriver will get wornout & not work anymore & X can't make a new screwdriver himself. So, Y tells everyone to not give X a new screwdriver & in this way all this will be over. Now, Z (China) goes ahead and gives X a new screwdriver, continuing the cycle all over again. So, now you tell me, if Z wanted to be friends with Y he should have done, what he did & break the 'pact' of friendship with Y by helping X. What treatment does Z deserve from Y ?
" Hongmeng OS doesn't appear to be a copy of Android but rather a newly developed operating system."
Once again, you show your poor knowledge of software systems. It is impossible to build a OS from scratch, so fast. Android & iOS have been built over so many years by such competent companies & you are telling me Huawei built an OS from scratch so fast. They clearly used AOSP completely & reverse-engineered rest of the GMS portion to whatever extent they could. HongMeng OS & HarmonyOS are the same with HongMeng has some restrictons applied on it , so that it can abide by Chinese laws.

"Oh yes, Samsung supplied displays for Huawei's phone. There's nothing wrong with their relationship."
Lol..Samsung is pretty happy with Huawei out of the scene. Samsung wil be getting a large smartphone marketshare as well as a good duopoly on 5G equipment implementation. Samsung also sells display to Apple, more than they sell to Huawei, but don't tell me Samsung won't be happy if Apple were to just disappear..

'Android' is a proprietary software developed by Google and who is allowed to use how much of it is in the hands of Google.
If Huawei doesn't like the deal, no one is forcing them to use Android.
They can have their own Android copycat hongmen OS whatever, like they copy everything else.
Keep in mind Huawei has been barred from using Google services because they broke a promise of not supplying items to Iran and North Korea. They broke a legal deal that the US-China had signed, that China promised that they would follow.
Also, Samsung would never team up with Huawei for anything. They are already pissed at Huawei & China for stealing Samsung technology.
