It is possible, samsung has already researched on this, and has successfully produced demos of 3nm, in 2019 as of this article, just ion have high hopes for this since samsung fab proccess hasnt ever been quite one of the good ones, tsmc has always been inferior, i guess they could partner up with the big stack of money that Huawei has to offer and team up for a (secret) factory in china(?,maybe would be the better option due to strategical advantage, seems to be that way, cause huawei always opts for the silent releases of the products, as they tend to work always alone, almost never teaming up-depending on other manufacturers at a big level), that seems most likely to be the plan, if it ever works out.. I guess we'll see.

Dude, I saw on other news that a 5nm transistor have 25 atoms of size...
25 atoms?! How do you abstract that into your mind?
That is so small and now they will soon produce 3nm transistors that by being smaller I suppose 15 atoms or so...
That is so freaking small...

What might make sense, is that they are using some upcoming unkown fab tech. The Chinese government operates strategically, they had long been investing more in basic research than the rest of the world combined. They want to be free from US control. Unless this is strategic, they expect the US barriers to come down, it's probably some other country's technology, even China's. They will be making back ground efforts to do these levels.
The US high tech sector is on borrowed time. It was coming, but since the trade embargo on high tech, it is definitely looming. They have even been raiding and siezing stuff in third countries, as reported here, and laying claims on product made with their previously exported and sold equipment. The US has been operating strategicaly bad, except for a few people, a few industries. This wrecklessness, is coming back to bite them in the back.
3nm is significant, because it is approaching a limit of current technology timeline. There was 1nm transistor showed off, but how good will that be, and how to manufacture it? The minimum atom size is around 0.1nm. The smaller you go on conventional technology, the more unreliable the transistor function gets. 3nm or 2.x, is probably a good place to be fir now.

Unlikely Samsung will be allowed too.
Chinese fabs are nowhere capable near 5nm, let alone 3nm.
