Europe has technology to manufacture on such small scales. Their machinery is used for that purpose even by TSMC. But it is better to invest in local companies for the future when the new chips not dependent on foreign patents already have their initial development completed and their subsequent evolution and modernization begins. Then there will be sufficient production demand. It is only a matter of coordinating when to start investing in local companies that show they can carry it out.
