Samsung build JB for the required device then they send it off to the networks to be tested to make sure all parts of it are compatible with calling, texting and internet. Until all networks in one country approve it only then can it be released officially. So it's not just Samsung dealing with the launch :>

From years of following tech blogs and tech sites, I concluded that all top tech sites like GSMArena, Engadget etc. etc. are interested in US and Europe news. They damn care about rest of the world. You will find it news update about non-US / non-Europe one in hundred.

its sad that Samsung takes so much time for JB to be released, God knows when will they release it in India, Hope Samsung takes it serious to release updates on time.
