Expensive camera with lots of nice spec... moreThese things are workhorses, built with future in mind, meant to be relevant for decades, can be used continuously if needed. I mean who needs 8k120 as of now. Red have their own formats which are industry standard and allows excellent headroom during post production. They are meant to be a small part of a big rig which uses even expensive cinema lenses and is mounted on a very expensive setup.
The sensor is bigger than full frame and yet faster than mobile cameras. The circuitry and engineering associated with it isn't cheap.
Answering your question, what and who is it for? Big production cinemas is the answer. It isn't for me, it isn't for you but for people associated with it, the cost is negligible and a worthwhile investment.

Keep in mind that this $25K is just the price of the body, if you add the lenses and its many peripherals it might reach almost $100K.

You get good quality pictures out of professional mirror cameras that dont cost more then 1000 euro. Also can shoot movies with them and most of the work and quality will be anyways from editing the video. They even have made movies using either samsung or iphone only.
