If you toggle off the ads on a system level, it may not affect all apps.
Some apps needs it disabled separately.
For file manager it is settings - about - recommendations.

File manager can disable ads in Settings - About - Recommendations (set it to off).

I also own a Poco X3 Pro and there are ads that cannot be turned off, especially from the default File Manager app. But since I am a deGoogler, I have installed ArrowOS with microG in it and never looked back.

All Ads on poco, Xiaomi, Redmi can be disabled. You didn't follow the tutorial properly..
Some settings are in the form of "turn ofd/on recommendation inside settings of system apps like themes and security.

But I'm using ... moreI don't personally own a Xiaomi phone but I did help a friend of mine flashing a custom ROM with stock AOSP UI on his Poco X3 Pro, and I can definitely agree with you. Heck, I even saw ads that can't even be turned off despite already doing so. Still, that is no longer a concern to me.

I don't even have an Antivirus, no malware either upon scanning.
Most users don't sideload apk files. The ones that do, know where to download them from.
At least we have a choice to sideload apk files easily, without going through jailbreak or root, ios users have no choice yet get their security compromised all the time.
You are more at a risk if you surf p0rn sites or get hacked via simple phising link or trust Apple with their cloud

And those are assumed to know what they are doing. It's the clueless casuals who just want to get that pirated app or game to play and they get APK from god knows where and all they have to do is just turn off safeguards and install it. I've seen too many people disabling antivirus on Windows and running whatever app because antivirus was annoying them with warnings. Heh. I expect nothing different on Android.
This setting, to have any point should be something you decide when setting up new phone and then it's permanent until you factory reset it. It should discourage users enough from switching it off because it would be too much hassle. So it would protect casual users. Advanced users would still be able to uncheck it during first time setup and have no restrictions. Or impose a 7 or 14 day timer when changing, so you can't do it impulsively and most casual users would just not bother with it after that long and opt for a safer verified source instead that's allowed. That's how I'd do it knowing how dismissive and clueless users are in general.

Xiaomi phones are very good ..the quality improves daily . it's better to let China spie on you if you live in USA .. it's better to let USA spy on you when you live in China ..in Europe can you let either spy on you . Having said that pure android aosp open source is the best interface as a base to allow for personal customisation and for global open source and transparency reasons and the support of the poor and the liberation for power users from corporates ...

But I'm using ... moreon poco f3 there is no ads if u turn it off,really easy,and for the price i rather spend 5-10 min to turn off then spend double the price for same spec,and yes sometimes i can see bugs(glitch) but nothing big...at least for my experience in 6 years,i came from sony phones(it was worse,freeze,restart,reset)

Idk what people ranting on in comments. But I'm using Poco f2 pro. And I see ads everhtime. I did switch it off but still. It's there. Use the cleaner, ad at the end. Use security check. Ad. Download app. Ad. Do anything. Ad. Miui is adware. Even on mi 10s Xiaomi 11's redmi's, pocos, ads everywhere. Their high end phones use optical sensor not ultrasonic. Garbage.
