Because I remember watching a battery drain test on YouTube and the OnePlus 9 had almost the same battery life as the OnePlus 8T.
The IMX 586 in the OnePlus 9R that was used since the OnePlus 7 series is getting outdated.

Hope they would keep the Snapdragon 870 and instead go for the better sensor in the main camera. Even the Snapdragon 860 would be more than enough for 95% of the users...
More important, price, price, price. Keep the price competitive and give proper software updates.
