These older phones like SE, 11 and 12 are just a catalyst to get you up to the latest one.
The SE is just special in that it has a second purpose, which is to get those who don't want the new design. A XR with an A15 would a) be bad at upselling and b) not speak to those who want the old design, so it would be against the 2 core principles of the SE.
When people here say "the iPhone SE has such a bad battery and small screen, don't buy it just get the iPhone 11" then that is exactly what apple wants.

The SE with the older design will look worse for many people even if it has a newer SoC.
A XR with a better processor would look the same from the front, so it would be better because it has a newer SoC, but then only one camera so customers wonder what they should buy now. And then they will just go for the cheaper one if they look the same. But Apple does not want that, they want to upsell, like now: You are interested in an SE because of the price, but the 11 seems much better for just 100$ more, but the 12 mini seems better and more modern than the for just 100$ more, but you actually wanted a big screen so the 12 is just 100$ more, but when you spec it up to the more reasonable 128 GB for all your photos, for just 50$ more, then the newer and better 13 is just 50$ more. And at that point, the 13 Pro with more cameras and that shiny frame design and the smooth ProMotion display you saw at the store is just 200$ more. And that's how you went from the SE to the 13 Pro.
Many people stop the upselling part at the 11 because the jump from 11 to 12 for 200$ is too much, and they look similar except for the flat vs curved sides. Those people would just save the 100$ and go with your imaginary SE, which means even less margins.
In contrast, when the SE is updated and the 11 is discontinued and the rest of the lineup gets 100$ cheaper in fall, the upselling factor becomes even stronger because now there is not a 200$ jump from 11 to 12 (which look really similar), but those 200$ are from SE to 12 which is a much better incentive because of the very different look. And the 100$ upsells are generally easier than 200$, like from SE to 12 mini to 13 mini, and from 12 to 13 to 14.

Since when a 700 eur device is called budget phone???
Budget phone is maybe Xiaomi 9A for example.
Nokia 2.3, Motorola E6i, or Moto E20. Anything with price tag of 150 or less.
Half from 206 countries around the globe average salary is maybe 600-700 bucks and spending whole salary on single device is clueless, clumsy and a very stupid idea.
When apple will make devices with pricetag under 150 we can say ro speak about budget devices but at 600 or 700 price range m ost other brands sells flagship grade devices such as Upcoming Red Magic, Xiaomi Mi 11 ultra which can eb bought from 680 bucks depends on vendor, Moto Edge X30, Lenovo Legion and many else.

Well, March events are generally done in March lol :D I wonder if they'll stick with iPhone 8 design for third SE or will they use iPhone XR design for it. Honestly, iPhone 8's design looks incredibly dated and using iPhone XR would still differentiate it enough from the rest of higher models that it wouldn't eat into the segment. It is bigger which won't be liked by everyone, but also has bigger battery. It works great even with old A12, imagine giving XR the A15 Bionic chipset. It would have absolutely amazing battery life if we consider how long iPhone 13 Mini lasts and XR has even larger battery.

Same battery for SE means not gonna upgrade my 2020SE and postpone for better phone, maybe without a notch, a bit smaller than 13 but not that small as 13mini
