Global announcement made nno difference because final beta was with everything whhich android 11 got. So as you said Samsung did not release with new android which was ready because it was still in beta stage but because it was just few days from final release they should use it.
In other words yes this samsung got 3 OS updates from which first one was pointless because new android was ready just few days after release of this samsung so they could wait but they did not.

Sorry, OEMs won't announce/release a new phone with a beta android version, because that's actually what you're suggesting that they do. And they don't have to wait for the public release of a new android version before announcing/releasing a new phone.

But Android 10 was still released after Samsung released the phone, so unless you want Samsung to base their release dates on when Google decide to release an android version, they did provide the latest version as several people mentioned here.

Android Pie (codenamed Android P during development), also known as Android 9 (API 28) is the ninth major release and the 16th version of the Android mobile operating system.
Android 10: It was first released as a developer preview on March 13, 2019, and was released publicly on September 3, 2019. Android 10 was officially released on September 3, 2019, for supported Google Pixel devices, as well as the third-party Essential Phone and Redmi K20 Pro in selected markets.
Android 11 is the eleventh major release and 18th version of Android, the mobile operating system developed by the Open Handset Alliance led by Google. It was released on September 8, 2020.
Android 12 was released publicly on October 4, 2021, through Android Open Source Project (AOSP) and was released to supported Google Pixel devices on October 19, 2021. Android 12 is the third most popular Android version on smartphones at 11.97%.
So once again since final beta was available at that time it should come with android 11.

Thats why they also released beta version even before announcing the brand new One UI in SDC

Nowdays is common or habbit if you would like to release old version andrid even in new phones which should come with latest androdid.
I.E. latest android is 13 but after google pixel 7 many devices from many brands will still come with android 12 for no reason.

After 2 years it sounds like just 2 major updates and releasing an device with old android where new is already available on phones like Google Pixel should be prohibited anyway.
